This position is located in the Trust Funds Management Section, Financial Reporting and Contributions Service ,Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC).

The Finance Division accounts for and reports to the appropriate authorities on the use of United Nations financial resources. The Financial Reporting and Contributions Service is mainly responsible for the preparation of IPSAS-compliant financial statements for all funding sources and ensures the sustainability of IPSAS-compliant accounting and reporting.

The Trust Funds Management Section is responsible for the financial management of voluntary contributions received and the use of these funds including global support to offices around the world. The Associate Finance and Budget Officer reports to the section chief.

Responsibilities
Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties:

Finance:
•Reviews, approves, reconciles and processes a range of accounting transactions on a regular and recurring basis.
•Approves/confirms that proposed obligations or expenditures for services, facilities, supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments/appropriations.
•Assists with the preparation of cash-flow statements for multiple accounts on a monthly basis.
•Reviews and evaluates financial reports from Offices-away-from Headquarters and Peacekeeping Missions with a view to identifying anomalies and unusual trends. Initiates corrective action. Reviews and perform financial analysis of open items under various funds and initiates corrective action.
•Assists in the review and preparation of financial statements and reports
•Assists in ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
•Plans and works with IT systems units, in the deployment and administration of accounting systems.
•Researches and analyses information needed to respond to audit findings.

Budget:
•Monitors budget implementation and recommends reallocation of funds as necessary.
•Monitors expenditures to ensure that they remain within authorized levels.
•Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b)availability of funds.
•Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
•Assists in the preparation of budget performance submissions. •Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

General:
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
•Keeps up-to-date on current financial regulations/professional publications and accepted principles; •Performs other related duties, as assigned.

Education
An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

Work Experience
A minimum of two years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required.
Experience in applying private sector or public sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS) is required.
Experience using ERP financial accounting and Grants Management modules and experience in preparation of financial statements and donor reports are desirable.
No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nation's official language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
